During the ongoing monsoon session, the Lok Sabha and Rajya Sabha passed the Cinematograph Amendment Bill, 2023, tabled by the Union Minister of Information and Broadcasting, Anurag Thakur.
The bill aims to curb the issue of film piracy and increase the levels of age-based certification categories given by CBFC to improve anti-piracy provisions and attain uniformity in the categorisation, the main goal is to amend the existing Cinematograph Act of 1952. The bill will now be signed into law after the approval of the President of India.
The Cinematograph Bill 2023 is a significant legislative effort aimed at addressing key issues within the film industry, including content certification, piracy, and creative freedom. As with any major legislative change, there are varying opinions and perspectives within the industry.
On the positive side, the introduction of new age-based categorizations for content certification could potentially provide clearer guidance to viewers about the appropriateness of a film for different age groups. This can help both audiences and parents make informed decisions about the content they consume. Additionally, streamlining the certification process could lead to a more efficient and transparent system for filmmakers.
However, there are concerns raised by industry experts as well. Enforcement of anti-piracy provisions is often a complex challenge, and some may question how effective the new bill will be in combatting film piracy. The complexity of the regulations and potential ambiguities could also lead to confusion or unintended consequences.
The bill's aim to empower filmmakers with creative freedom is noteworthy and reflects a commitment to artistic expression. Providing filmmakers with more latitude in their storytelling can lead to more diverse and innovative content.
The legislative process itself, involving discussions in both the Lok Sabha and Rajya Sabha, indicates a robust democratic approach to shaping policies that impact the film industry.
It's important to note that any significant legislative change can have both positive and negative implications, and the effectiveness of the Cinematograph Bill 2023 will likely become more apparent once it is signed into law and put into practice. As the bill moves forward, stakeholders and the industry as a whole will likely continue to engage in discussions and debates about its potential impact.
