Film Certification Now Faster: Govt Says CBFC Timeline Cut to 22 Days

Govt says CBFC certification now averages 22 days for feature films after new online system, down from the 48-day limit.

The Ministry of Information and Broadcasting has announced a significant reduction in the time taken to certify films in India, following the implementation of a digital certification process.


Responding to a query raised by Leader of Opposition Mallikarjun Kharge in the Rajya Sabha, Minister of State for Information and Broadcasting L. Murugan revealed updated data on film certification and timelines.


According to the ministry’s statement, under Rule 37 of the Cinematograph (Certification) Rules, 2024, the official time limit for certifying films is 48 working days. However, after the introduction of the Online Certification System, the average time has dropped to about 22 working days for feature films and 3 working days for short films.


Film Certification Numbers (Last Five Years)


Data released by the Central Board of Film Certification (CBFC) shows the number of films certified in recent years:


2020–21: 8,299 films


2021–22: 12,719 films


2022–23: 18,070 films


2023–24: 17,431 films


2024–25: 15,444 films


The board refused certification for only three films during this period — one in 2022–23 and two in 2024–25.


When Cuts Are Recommended


The ministry clarified that cuts or refusal of certification are recommended only if content violates statutory provisions related to:


Sovereignty and integrity of India


Security of the State


Friendly relations with foreign nations


Public order


Decency or morality


Defamation or contempt of court


Incitement to an offence


Appeals Against CBFC Orders


The data also revealed that 21 appeals were filed in courts against CBFC decisions over the past five years, including 10 appeals in 2025 alone.


Public debate around CBFC’s functioning intensified recently following the alleged delay in issuing certification for Jana Nayagan, the much-awaited film starring Vijay, which was expected to release on January 9 but is yet to arrive in theatres.
